Windermere Has Two Governments Sharing One ZIP Code, and Most Buyers Never Ask Which One They're In

A buyer under contract for a home off Isleworth's back gate calls Windermere Town Hall to start the permit process on a lanai addition. The person on the phone is polite. The answer is still no. That address isn't in the Town of Windermere. It never was. The buyer needs Orange County Zoning instead, a different office, a different form, a different timeline.

This happens often enough that it says something about the market itself. The word "Windermere" on a listing sheet is doing two jobs at once, and most buyers only clock one of them.

The Town Is Smaller Than the Name Suggests

The incorporated Town of Windermere covers under two square miles, much of it water, wrapped around Lake Down, Lake Butler, and Lake Bessie on the isthmus that gives the town its "Among the Lakes" motto. It has its own mayor, its own council, its own police department, and around 3,000 residents. The brick and dirt streets around Main Street and Park Avenue are a deliberate preservation choice, not an oversight, and the whole footprint is small enough to drive across in a few minutes.

The 34786 ZIP code is a different animal. It stretches far south and west of the town's actual boundary, and it's this larger area, not the incorporated town, that contains most of the addresses buyers associate with Windermere's name. Isleworth. Keene's Pointe. Summerport. Casabella. Belmere. All of them carry a Windermere mailing address. None of them are governed by Windermere's town council. They sit in unincorporated Orange County, under the authority of the Orange County Board of County Commissioners, and that distinction is not a technicality. It's the line that decides who issues your permit, who bills your water, and who sets your tax rate.

The overlap is real. A homeowner in either category shares the same ZIP code, the same area code, sometimes the same street name on either side of an invisible boundary. What they don't share is who answers when something needs approval.

What the Town Actually Pays For

The Town of Windermere held its municipal millage rate at 3.7425 mills for the coming fiscal year, the same rate it has carried since 2018. That number only applies inside the incorporated boundary. Everyone in unincorporated 34786 pays Orange County's countywide rate instead, with no town layer added on top, which is one reason effective tax rates can look different between an "Old Windermere" cottage on a brick street and a gated estate a mile away that shares its mailing address.

The town's own budget season closes out this week. Windermere's estimated taxable value for the year came in at roughly $1.3 billion, up more than $33 million, and the council set its final budget hearing for September 16. Part of that budget covers a fire service agreement with the Ocoee Fire Department, rising to $1.1 million from $875,000 the year before, offset by a fire assessment expected to generate about $1.5 million. About 900 homes in the town, roughly 41 percent, carry a homestead exemption, and town staff have been modeling what a statewide property tax reform proposal could cost the town's own revenue if it passes, estimating a hit of around $350,000 in year one and more than $650,000 by year two.

"If it passes, we will be OK."

That's the town's own read on the situation, reported by the West Orange Times & Observer in early August. It's a small-government budget conversation happening in a town of 3,000 people, and it has no bearing whatsoever on the tax bill or fire coverage of a resident living a few streets away in Keene's Pointe or Isleworth, where Orange County Fire Rescue and the county's own budget cycle apply instead.

The HOA Layer Nobody Mentions at Showing

Step outside the incorporated town and a different kind of governance takes over. Orange County's 34786 area carries one of the highest concentrations of homeowner associations in the county, with more than 90 active HOA and condo associations and a median HOA fee near $295 a month. Some are light-touch. Others run architectural review boards with paint color approval and multi-page restrictions on everything from landscaping to short-term guest use. Florida law caps the resale certificate fee an association can charge a buyer at $299, so pulling the CC&Rs, bylaws, and most recent financials before closing is inexpensive relative to what it tells you.

This is the part of the Windermere market that has nothing to do with the town at all. A buyer moving into Isleworth or Keene's Pointe isn't dealing with Town Hall's rules. They're dealing with a private association's rules layered on top of the county's, and the county doesn't enforce a homeowner association's architectural standards any more than the town does.

What This Changes If You're Comparing Old Windermere to a Gated Address

Buyers weighing a smaller lot on a brick street inside the incorporated town against a larger estate in Isleworth or Keene's Pointe are often comparing two things that only look alike on a map. The permitting timeline for a renovation runs through a different office depending on which side of the line you're on. The tax bill reflects a town millage in one case and none in the other. Water and sewer service comes from a different provider, and some larger unincorporated lots run on private well and septic entirely, which is a fact worth confirming before closing rather than after. Fire coverage is Ocoee's department under a town contract on one side, Orange County Fire Rescue on the other.

None of this makes one arrangement better than the other. A brick-street lot inside the town gets a smaller, more responsive local government and a flat, predictable municipal rate. A gated estate outside the town gets Orange County's broader infrastructure and, in nearly every case, a private association handling what a town government would otherwise regulate. What buyers need is simply to know which one they're getting before they assume it. The Orange County Property Appraiser's site lets anyone look up a parcel and confirm its jurisdiction in a few minutes, and the Town of Windermere's own site lists its boundary and services directly.

Windermere's reputation, from Isleworth's Arnold Palmer-designed golf course to the Nicklaus-designed Golden Bear Club at Keene's Pointe, has drawn a level of recognition that stretches well past a 1.9-square-mile town line, and it's worth remembering that names like Tiger Woods and Shaquille O'Neal have been associated with the area precisely because of what lies outside that boundary, not inside it. The name traveled further than the government did, and buyers who understand where the line actually sits make better decisions once they're under contract.
